This Preliminary Design Document describes all relevant aspects of MLAT system respecting the technical specification.
The document is divided into several chapters, where respective section is described in more details. The document structure is as follow:
Introduction – this section herein provides introduction of the technical response as well as organization of complete response.
The System Architecture - proposed system architecture is presented in this section.
System Component Description – Components of proposed system are described in this part of the technical proposal completed by the components diagrams.
Requirements on Infrastructure – This section presents the requirements on infrastructure (power and communication line) Should indicate the amount of civil works to be needed.
RMA Analysis – This section presents MTBF values for each units and RMA calculation for proposed MLAT systems.
Allocation of Responsibilities defines the responsibility between ERA and customer.

长沙黄花国际机场(以下简称“长沙机场”)于 1989 年 9 月建成投入使用。机场位于长沙市以东的长沙县黄花镇,与市中心(长沙火车站)直线距离 24.2 千米,公路距离 36 千米。机场飞行区指标 4E,现有主要设施包括:1 条长 3200 米×宽 45 米的跑道及相应的滑行道系统、21.56 万平方米的航站楼、36.6 万平方米的站坪,以及相应的空管、供油等配套设施。Changsha Huanghua International Airport (herein after referred to as “Changsha Airport”) was completed and put into service in September 1989. The airport is located at HuanghuaTown of Changsha County northern to the Changsha City, with a straight line distance of 24.2 km and expressway distance of 36km to the city center (Changsha railway station). The airport is with airfield index of 4E and current main facilities include: one runway with 3200m long and 45m width and its corresponding taxiway system, 215,600 square meters terminal, 366,000 square meters apron and corresponding air traffic control, oil supply and other supporting facilities.
本次招标的系统由“长沙黄花机场飞行区东扩空管工程项目”的设计内容组成。本技术需求书是招标文件的组成部分,本工程建设多点定位系统一套,在满足监视覆盖要求和精度要求的前提下,所设台点应至少包括在机场场区内的 17 个远端单位(含 2 个参考基准台)和 1 套中央处理单元。各远端站信号通过两路光纤线路传输至新塔台,在新塔台裙楼二层设备机房至少配置两台中心交换机。各远端单元设备电源就近利用导航台或建筑物相应设施,并设置避雷针、接地棒等防雷接地设施。The tendering system consists of design on “Air Traffic Control of Airfield Eastward Expansion in Changsha Huanghua Airport”. Meanwhile, this Technical Requirement forms one part of the tender document. This project will construct one set of MLAT system; while under the premises that requirements on monitoring coverage and accuracy are satisfied, the control tower set should at least include 17 remote unit (including 2 reference towers) and one set of central processing unit within the airfield. All signals from remote station will be transmitted to the new control tower through two optical fiber routes and at least two central switches should be arranged in the equipment room at the second floor of the podium building for the new control tower. Adjacent navigation station or building will provide power for all remote equipment; meanwhile, lightning protection and grounding facilities will be equipped, such as lightning rod, ground rod, etc.
